City figures for 2024 showed Malibu outages running about three times as often as in other SCE cities and lasting on the order of thirty times longer, averaging more than three days, with roughly 60 of about 80 total outage hours that year coming from Public Safety Power Shutoffs. A system designed for a three hour interruption behaves very differently at hour forty.
Malibu is also its own city, incorporated in 1991, with its own Planning Department and Building Safety Division. Permits come from the city, not from the County and not from LADBS, although LA County Fire performs the fire review and County Waterworks District 29 supplies water. That distinction changes the approval path on every project here.
How often does Malibu actually lose power?
The city is fed by eight separate SCE circuits, including Tuna, Seaboard, Nicholas, Serra, Merlin and Maguire. During Santa Ana wind conditions SCE can de-energize one circuit or several, which is why one stretch of Pacific Coast Highway can be dark while a canyon two miles inland is not. Knowing which circuit feeds a property is genuinely useful information when you are sizing backup.
SCE aims to give roughly three days of notice before a Public Safety Power Shutoff, though fast changing weather shortens that, and restoration is not instant because crews inspect the line before re-energizing. The city describes the range as hours to several days. SCE is also running targeted undergrounding in Malibu as part of its wildfire mitigation work, which should improve the picture over time.
What has to stay running when a circuit goes down?
The honest answer is less than most people assume, and the discipline is worth having. Gates and garage doors need power or a manual release you can actually reach. Security cameras, the network core and the intercom belong on backup because they are what let you see the property when you are not there. A 12 channel amplifier and a projector do not.
In practice that means a small, clearly defined critical load: the rack switch, the router, the access points that cover the entry and the main living space, the camera recorder, the gate controller and the alarm panel. Sized honestly, that is often a few hundred watts rather than a few thousand, which is the difference between a generator conversation and a battery conversation. Why does the internet fail even when the generator is running?
Because the equipment that terminates your connection is usually on a circuit nobody thought about. A fiber optical network terminal, a cable modem, a media converter in a garage and a small switch in a closet each need power, and if any one of them is on an unbacked outlet the house goes offline while the lights stay on. Every device in the path from the street to the router has to be on the same protected supply.
The second point is redundancy. By aggregator estimates of FCC data, fiber reaches somewhere between roughly two thirds and three quarters of city addresses, with cable covering more, so most Malibu properties have a wired option. On remoter canyon and roadside parcels the choice narrows, and satellite remains a practical secondary path. A router with proper failover, a second connection and a cellular or satellite backup keeps cameras, alarms and remote access alive when the primary line goes down with the neighborhood.
Who issues the permits, and who else signs off?
The City of Malibu issues building, electrical, mechanical and plumbing permits through its own Community Development Department. LA County Fire handles fire review, and County Waterworks District 29 handles water. So a project here typically touches three agencies rather than one, and the fire review is the one that most often surprises people on the technology side, because it governs access, clearances and anything mounted outside.
One rule worth knowing early: a dead end fire apparatus access road longer than 150 feet requires an approved turnaround, and access roads have to come within 150 feet of all portions of the exterior walls of the first floor. On a long Malibu driveway that geometry has already been settled with the fire department, and it tells you where you can and cannot put a gate pedestal, a camera pole or a pull box.
How does the coastal permit affect a technology scope?
The entire city sits inside the California Coastal Zone, so most development requires a Coastal Development Permit. The permit is issued by the City of Malibu, not by the Coastal Commission, because Malibu has a certified Local Coastal Program. That LCP has an unusual history: under AB 988 the Coastal Commission itself prepared it, and certified it in September 2002.
The Commission still matters in two situations. It holds original jurisdiction on tidelands, submerged lands and public trust lands. And local decisions can be appealed to it for development between the sea and the first public road along the coast, within 300 feet of the inland extent of the beach or the mean high tide line, within 100 feet of a wetland, estuary or stream, or within 300 feet of the top of a coastal bluff. What do the 2026 fire codes change for exterior equipment?
Two things happened. The city council adopted Ordinance 527, which designates the entire city as a Very High Fire Hazard Severity Zone based on the 2025 State Fire Marshal mapping, replacing the 2006 designation. Then on 12 January 2026 the council adopted Ordinance 531, bringing in the 2025 California Building Standards Code with local amendments, including Class A roof coverings and a prohibition on wood shake roofs in high fire areas.
Separately, the statewide wildland urban interface provisions moved out of Chapter 7A of the building code into the new California Wildland Urban Interface Code, Title 24 Part 7. The substance is much the same: ignition resistant exteriors, vents, eaves, decks and fences. For technology work it governs outdoor enclosures, vent openings, exterior speaker and camera mounting and how conduit passes through a rated assembly.
There is an important wrinkle in 2026. Properties destroyed in the January 2025 fire can rebuild under the 2023 code by executive order, so two code regimes are running side by side in Malibu right now. Which one applies to your project is a question for the plan check, not an assumption.
What does an onsite septic system change about site work?
Most of Malibu is not on municipal sewer. The great majority of properties use onsite wastewater treatment systems, with the Civic Center Water Treatment Facility serving only the Civic Center area and a handful of small package plants serving limited pockets. New systems require a geology and soils report and a percolation report, and beachfront parcels need a wave uprush report from a coastal engineer.
For an integrator this is a trenching and coordination question rather than a plumbing one. Leach fields, replacement areas and setbacks occupy a large share of the usable yard, and conduit for gates, cameras, landscape audio and outbuilding network has to be routed around them and marked before anybody breaks ground. Getting the technology trenches onto the site plan alongside the septic layout saves a second mobilisation later.
Where does the rebuild activity stand?
The Palisades Fire in January 2025 destroyed roughly 720 structures inside the city of Malibu, a large share of them beachfront homes. As of late June 2026 the city reported 269 owners who had begun rebuilding, 342 planning approvals and 77 rebuilding permits for new construction.
For anyone in that group the priority list is short and worth settling early, because the approval path here is long: rack location and ventilation, spare conduit to the attic and the crawl space, a dedicated circuit and a backup path on the rack, and shade pockets marked while the window schedule is still editable.
